Russia has introduced a mechanism for reserving data center capacities to ensure uninterrupted operation of significant domestic information resources. The corresponding decree was signed by President Vladimir Putin. The document was adopted in response to unfriendly actions by several foreign states and has already come into force.

According to the decree, owners of commercial data centers located in Russia must reserve 10% of their available space and capacity within 10 days. They can continue using the reserved resources in their regular operations, but are required to promptly provide them for supporting Russian information resources if necessary.

The decision to activate the reserved resources will be made by a special subcommission under the government commission for digital development. Its powers include coordinating actions with the Federal Security Service (FSB).

The government has been tasked with forming the new subcommission. The Ministry of Digital Development, meanwhile, is required to conduct an inventory of free space and capacity in Russian data centers and develop and approve requirements for data center owners to ensure the reliability and security of their operations.
