Russia Develops Traffic Rules for Delivery Robots

Russia is preparing a decree that will establish rules for the operation of delivery robots in urban environments, according to Transport Minister Andrey Nikitin, as reported by RIA Novosti.

The document has been developed jointly by the Ministry of Economic Development, the Ministry of Transport, and the Ministry of Internal Affairs. Its aim is to set clear and safe requirements for the use of autonomous delivery devices and test them in practice under an experimental legal regime.

The experiment is planned to be launched in 35 regions of Russia for a period of three years. The project will focus on key operational parameters of the robots, including their identification, permissible speed on sidewalks, and operator liability.

Special attention will be given to the interaction between robots and pedestrians. As Nikitin emphasized, ensuring human safety must remain the primary criterion when determining the conditions for operating these devices.

The rules will also define areas and routes where robots will be prohibited from moving. Specific restrictions, including a list of zones where movement will be banned, are expected to be finalized in the final version of the government decree.

Nikitin noted that the experimental regime will allow for practical testing of the proposed regulations and the establishment of unified requirements for the operation of delivery robots in cities.
