This information was provided by the Center for Development of Advanced Technologies, which operates the state-run system. In the initial stage, manufacturers, importers, and other market participants are required to register in the system and obtain marking codes for their products. From October 1, the application of these codes on product packaging will become mandatory. The new requirements apply to various hygiene products, including dental floss, sponges, paper towels, cotton-based items, combs, and massagers. Preparations for the transition to the new system began in September 2025, when a voluntary pilot project was launched. During the testing period, more than 640 companies registered in the system, and over 10,000 new product items were added to the National Catalog. Participants in the pilot project ordered more than 217 million marking codes. A total of 288 organizations took part in the testing, including both large manufacturers and regional companies. However, the full transition to the new rules will take several years. From October 1, 2027, the circulation of unmarked hygiene products is expected to be completely banned. At the same time, market participants will be required to submit sales data through online cash registers and use electronic document management. The introduction of marking is aimed at reducing the illegal circulation of products. According to estimates by the Higher School of Economics (HSE), the share of the illegal market in this category is about 14%. It is expected that the legalization of product circulation could provide the budget with more than 50 billion rubles in additional revenue. For legitimate businesses, the potential revenue increase over six years is estimated at more than 130 billion rubles.
