This new body will oversee activities related to commercial navigation, according to a statement from the ministry. "A key innovation will be the creation of a comprehensive monitoring system for Russian vessels in the World Ocean, not only in terms of their geographical location but also regarding their technical condition, crew complement, and compliance with labor regulations," the ministry noted.
