Russian law enforcement authorities have detained Pavel Beshapov, a former advisor to the ex-CEO of the Russian Ecological Operator (Denis Butsaev), in Moscow. Beshapov is suspected of fraud on an especially large scale, according to RBC.
Investigators believe that Beshapov, along with the heads of regional operators and commercial organizations, embezzled 82 million rubles allocated for the construction of facilities for processing and disposing of municipal solid waste in Dagestan.
Participants in the scheme allegedly submitted forged documents about completed work, enabling them to unlawfully enrich themselves at the expense of the state budget.
