### Russian Construction Ministry Revises Urban Planning Rules to Enhance Livability The Russian Ministry of Construction has prepared a new edition of the urban planning rulebook titled "Urban Development. Planning and Development of Territories." The document aims to align current urban planning regulations with modern socio-economic conditions, the requirements of the Urban Planning Code, and contemporary approaches to creating a comfortable urban environment. The rulebook is considered one of the foundational normative documents in urban planning. It establishes unified principles for territorial planning, zoning, residential construction design, as well as the development of transport, engineering, social, and recreational infrastructure. The updated version pays particular attention not only to the development of urban and rural settlements but also to mechanisms for comprehensive territorial development. One of the key innovations is a revised methodology for determining the calculated population size. Now, planning will take into account not only permanent residents but also temporary populations, including tourists, seasonal workers, citizens temporarily residing in the area, and owners of garden plots. This approach will allow for more accurate determination of the need for healthcare facilities, retail outlets, public catering, transport infrastructure, and other social amenities. The new edition also expands requirements for the development of areas with established dense construction, reconstruction of city blocks, and implementation of projects in limited space. A separate section is dedicated to modern standards of urban mobility. The document includes requirements for organizing convenient pedestrian routes, developing infrastructure for bicycles and individual mobility devices, creating park-and-ride facilities, and installing charging infrastructure for electric vehicles. The introduction of the new edition of the rulebook will accelerate the preparation of urban planning documentation and enhance the efficiency of developing social, transport, and engineering infrastructure.
