Russia Plans to Complete 444 Regional Projects with Budget Loans by 2026 - Faytzullin

Russian Minister of Construction and Housing and Utilities Irek Fayzullin convened a meeting with regional representatives and federal budget fund managers to discuss key development directions for the construction industry and housing and utilities sector.
The main topics of the meeting included the implementation of capital construction projects in 2026, financed through federal funds and budget support mechanisms, including infrastructure budget loans (IBL), special treasury loans (STL), and treasury infrastructure loans (TIL).
In 2026, through the use of IBL, STL, and TIL mechanisms, it is planned to complete 444 objects and projects in the regions. As part of the comprehensive development of territories, 11 projects are scheduled, including the construction of nine capital facilities and the implementation of two measures for technological connection.
Another important focus was the inventory of communal infrastructure. To create a unified and up-to-date database, regions are conducting monitoring of heating, water supply, and wastewater systems, with subsequent entry of information into the automated information system of the Territories Development Fund (AIS FRT).
During the discussion on the implementation of capital projects, Fayzullin instructed federal budget fund managers to expedite contracting and cash execution for ongoing construction projects.
