Russian Finance Ministry: FTS and FTSS Ready for Full Launch of Spot Market "Whitening" System on June 1

Russian Finance Minister Anton Siluanov visited the Mashtakovo border crossing point on the Russian-Kazakhstan border during a working trip to assess the readiness of customs services for the launch of the SPOT (Supply Proof of Transit) system.
SPOT is expected to become one of the tools in combating shadow imports and will be used to verify the authenticity of suppliers and recipients of goods, as well as to ensure the payment of indirect taxes.
Siluanov confirmed that the system will enter full-scale operation from June 1. The Federal Customs Service (FCS) and Federal Tax Service (FTS) are fully prepared for the full launch.
During the inspection, the delegation evaluated the work of mobile customs groups that conduct selective checks on freight transport under the SPOT system. Special attention was paid to verifying QR codes confirming the registration of upcoming deliveries, as well as comparing data in the system with transport documents.
As emphasized by the Ministry of Finance, the procedure takes only a few minutes and should not create traffic jams or restrictions for honest participants in foreign economic activity.
SPOT has been operating in test mode since April 6, 2026. Until the end of May, companies and individual entrepreneurs can voluntarily connect to the system and adapt their logistics processes to the new requirements.
The platform operator is the Federal Tax Service of Russia. Through the digital system, businesses pre-notify government authorities about the delivery of goods and receive a special QR code confirming the legality of the import.
QR code checks are carried out by mobile groups of the Federal Customs Service of Russia. The control is conducted selectively based on a risk profiling system, not for the entire transport flow.
