Media Outlets Fight to Protect Copyrights in AI Training Materials

Russian developers of neural networks and major media outlets are discussing the terms of using media materials for AI training. The discussion is being held jointly with the Ministry of Digital Development as part of the preparation of a bill regulating artificial intelligence, according to Kommersant.

The current draft of the bill envisages the free provision of materials for AI training. However, publishers insist on retaining their copyrights and licensing agreements when providing access to materials for AI developers. This stance is supported by publications such as "Komsomolskaya Pravda" (a Russian tabloid), "Moskovsky Komsomolets" (a Moscow-based daily newspaper), "Kommersant", "Rossiyskaya Gazeta" (the official government newspaper), "Shkulev Media" and others.

According to media industry participants, the adoption of the law will lead to a 20-40% increase in costs for implementing AI and slow down the release of products to the market by 1.5-2 times. They also believe that the current version of the bill violates the rights of copyright holders and hinders the achievement of key development targets for the creative economy.

The Ministry of Digital Development emphasized that the bill is still being refined and it is premature to speak about a final decision. However, the ministry noted its commitment to establishing specific regulations for AI at the level of sectoral legislation, taking into account the specifics of industries such as transport, medicine, education, and others.
