Russian Federation Council Approves Law on Mobile Pharmacy Units

Members of the Federation Council approved a pilot project to trade medicines using mobile pharmacy units during a plenary session. The law aims to increase access to medication for residents of rural areas and remote regions of the country.

The experiment will begin on September 1, 2026, and last for three years until September 1, 2029. Mobile units will operate as structural divisions of stationary pharmacies.

It is expected that trade through mobile pharmacy units will comply with all regulations for handling pharmaceuticals, including protection from extreme temperatures and maintenance of necessary humidity levels. The sale of medicines containing narcotic substances, psychotropic and potent drugs, as well as alcohol-based products with more than 25% ethanol content, will be prohibited.

Organizations eligible to participate in the pilot project must have a pharmaceutical license for at least three years and be capable of connecting to the drug monitoring system and electronic payment systems.
