Ex-Deputy Defense Minister Ivanov Vows to Reveal New Corruption Scheme Participants

Former Deputy Defense Minister Timur Ivanov, after completing his review of the materials in the second criminal case, has expressed readiness to enter into a plea agreement with the prosecution, according to sources cited by Kommersant. He intends to provide investigators with information about new corruption episodes and illicitly acquired assets of several officials.

The application was submitted on March 27 at the Lefortovo detention center immediately after signing the protocol confirming the end of the review of case materials. According to sources, the accused and his defense team have been studying more than 450 volumes since autumn 2025.

In the second case, Ivanov is charged with receiving bribes exceeding 1.3 billion rubles, money laundering, and illegal weapons possession. However, the former official denies receiving bribes, admitting only to abuse of office.

According to investigators, one of the key episodes involves his relationship with businessman Alexander Fomin, who has already pleaded guilty. The investigation alleges that between 2018 and 2023, Ivanov received expensive services and construction work from Fomin worth over a billion rubles. This includes the restoration of a historical building in Moscow and the construction of an estate in the Tver region.

Another episode involves the provision of a loan exceeding 150 million rubles to entities associated with a trusted associate of the former deputy minister. The case also involves the construction of a utility facility near the home of his ex-wife on Rublyovo-Uspenskoye Highway.

In his statement, Ivanov said he is ready to provide detailed information about the interaction schemes between officials and defense contractors, as well as to disclose assets acquired through joint projects that were previously unknown to law enforcement. He claims that such information could allow the state to recover assets worth billions of rubles.

However, the accused insists on reclassifying his actions from bribery to abuse of office. His defense argues that the relationship between Ivanov and contractors was based on business partnership rather than corrupt deals.

Attorney Murad Musaev did not directly confirm the possibility of a plea agreement but stated that the investigation has been ongoing for nearly two years and, in his opinion, requires a more objective assessment.

It is worth noting that Ivanov has already been sentenced to 13 years in prison in another case related to embezzlement in infrastructure projects. He remains in custody and is still a defendant in another major investigation linked to possible corruption schemes in the defense sector.
