Russian lawmakers have approved a bill in its second and final reading, mandating developers to build social infrastructure when implementing projects under comprehensive territory development agreements.

This measure aims to prevent situations where the responsibility for constructing kindergartens, schools, clinics, and access roads falls on municipal authorities after developers have left the project, having made substantial profits from selling commercial housing.
