Government Plans to Support Smart Home Device Manufacturers

Russian authorities are considering new requirements for smart home devices and additional support measures for manufacturers, according to Vedomosti. Companies will be able to verify the Russian origin of their devices, but a mandatory transition to domestic solutions is not planned.
These initiatives are part of a plan for implementing the concept of digitizing multi-apartment buildings by 2030, which was approved in February. The document envisions the development of technological infrastructure in residential buildings and the creation of conditions for more active implementation of digital services in the housing and utilities sector (ЖКХ).
Under the plan, the Ministry of Industry and Trade (Minpromtorg), the Ministry of Digital Development (Mintsifry), and the non-profit organization "Smart Multi-Apartment Building" are tasked with developing proposals by the fourth quarter of this year to improve support mechanisms for Russian manufacturers of smart home equipment. Additionally, by the end of 2030, the ministries will develop criteria to officially confirm the domestic origin of devices used in such systems.
Mintsifry notes that one of the key priorities of the concept is the preferential use of Russian-made equipment. The document sets out the main directions for the digital transformation of residential housing, including the introduction of Internet of Things (IoT) and artificial intelligence technologies to enhance safety and comfort for residents of multi-apartment buildings.
Minpromtorg reports that work is also underway on standardization and certification of smart home solutions. Uniform requirements are expected to help create a market of compatible and high-quality devices. However, Mintsifry emphasizes that the provisions of the concept are advisory in nature.
This means that the use of exclusively Russian equipment in smart multi-apartment buildings will not be mandatory for either residents or management companies. The Ministry of Industry has also confirmed that there are no plans to introduce regulatory requirements limiting technology choices.
Nevertheless, authorities expect that the recommendations of the concept will be taken into account by developers, management organizations, and government customers when implementing new projects. For end users, the market will remain open and will include both Russian and foreign solutions.
At the same time, there is a growing trend toward the formation of large digital ecosystems around domestic technological platforms. In particular, major IT companies are actively developing their own smart home solutions.
Experts note that more specialized support measures may be needed to accelerate the implementation of smart systems in multi-apartment buildings. They believe that existing tools are focused on the electronics industry as a whole and do not always take into account the specifics of smart home technologies.
Among the possible measures, experts mention co-funding pilot projects, partial compensation for development costs, accelerated inclusion of equipment in state registers, and the creation of uniform compatibility requirements for different devices.
Other important factors for market development include reducing administrative barriers, expanding the adoption of technologies in existing housing stock, and ensuring that user data is stored within Russia.
