Russia to Impose Fines up to 500,000 Rubles for Train Ticket Touts

Russia is preparing amendments to its Administrative Offences Code that would impose fines on ticket scalpers for trains. The State Duma has already passed the relevant bill in its first reading during a plenary session.

Under the proposed changes, individuals who purchase and resell train tickets for long-distance journeys without being authorized carriers or having a relevant agreement with a carrier would face fines ranging from 5,000 to 10,000 rubles ($65-130). Legal entities and individuals engaged in business activities without forming a legal entity would be subject to fines of 400,000 to 500,000 rubles ($5,200-6,500).
