Russian Duma passes law allowing slightly over-income multichild families to receive unified allowance

Russian lawmakers have passed a bill in second and third readings that allows low-income parents with multiple children to retain their eligibility for a unified allowance even if their family income slightly exceeds the threshold.
The issue was raised during a live broadcast with President Vladimir Putin, who then instructed the government to amend the legislation accordingly.
Under the new law, monthly allowances for families with multiple children will be preserved if the per capita family income exceeds the regional subsistence minimum but by no more than 10%. This change will affect over 231,000 people and will be implemented automatically without the need for additional applications.
Another new provision stipulates that to be eligible for the allowance related to childbirth and upbringing, individuals must have lived in Russia as Russian citizens for at least five years.
