Members of the Federation Council have adopted amendments to the law "On State and Municipal Control (Supervision) in the Russian Federation" aimed at reducing administrative pressure on businesses. This will be achieved by increasing the efficiency of control through the introduction of digital technologies.
Among the approved innovations are the expansion of the scope of electronic document management and remote forms of control, as well as the improvement of the risk management system.
In particular, according to the adopted amendments, on-site inspections can now be carried out using drones. If violations are detected, the controller will make a decision to conduct another control event. This innovation will allow for land control and the detection of unauthorized landfills.
Additionally, mandatory preventive visits to organizations providing "hotel services" have been introduced.
Social-oriented non-profit organizations (NPOs) have been extended the same deadlines and procedures for on-site inspections as those established for small businesses.
The federal law will come into force on the day of its official publication.
