State Duma passes law banning sale of tobacco and vapes at public transport stops

Members of the State Duma during a plenary session adopted in the second and third readings a law prohibiting the sale of tobacco and vapes at bus stops.

The law establishes a ban on retail trade in tobacco and nicotine-containing products, including hookahs and other devices for consuming such products, at stops of all types of urban and suburban public transport.

At the same time, the law provides an exception for cases where the trading facility is the only place in the settlement where such products are sold.

The new restrictions are scheduled to come into force on September 1, 2026.
