Tax arrears in Russia reach a record high of 3.26 trillion rubles

Russian individuals and legal entities underpaid 3.26 trillion rubles in taxes, insurance contributions, penalties, and fines to the federal budget in the first three quarters of 2025, according to a report by the publication "Izvestia" citing Rosstat data. Compared to the same period last year, the indicator has increased by 20% and is the highest since record-keeping began. It is noted that approximately 1.2 trillion rubles of the total amount is outstanding debt, while the remaining portion consists of accrued penalties and sanctions. Approximately 23% of the debt is attributed to small businesses. Experts attribute the record growth in debt to a high key interest rate and inflation, reduced business profits, and stricter tax administration.
