Russian individuals and legal entities underpaid 3.26 trillion rubles in taxes, insurance contributions, penalties, and fines to the federal budget in the first three quarters of 2025, according to a report by the publication "Izvestia" citing Rosstat data.
Compared to the same period last year, the indicator has increased by 20% and is the highest since record-keeping began.
It is noted that approximately 1.2 trillion rubles of the total amount is outstanding debt, while the remaining portion consists of accrued penalties and sanctions. Approximately 23% of the debt is attributed to small businesses.
Experts attribute the record growth in debt to a high key interest rate and inflation, reduced business profits, and stricter tax administration.
