Authorities are considering the possibility of strengthening support measures for housing market participants. Minister of Construction and ЖКХ Iрек Файзуллин, in a conversation with TASS, said that the department supports the initiative to increase the tax deduction amount when purchasing real estate. Fайзуллин described this issue as "controversial but interesting for the industry."
Earlier, leader of the "Справедливая Россия" faction, Sergey Mironov, proposed increasing the limit by 2.5 times. Currently, the maximum amount of expenses from which 13% can be returned is 2 million rubles (maximum return - 260,000 rubles). Therefore, the proposal could raise the limit to 5 million rubles, allowing for a return of up to 650,000 rubles from the budget.
Iрек Файзуллин explained that increasing the tax deduction could increase the affordable demand and, consequently, sales volumes for developers.
"Tax deductions provide an opportunity to increase sales for developers. Therefore, we support it," the minister stated.
Commenting on the state of the industry, Fайзуллин reported that in 2025, more than 100 million square meters of housing is planned to be introduced, while the urban planning potential of the country (excluding new territories) is estimated at 474 million square meters. At the same time, the population has already invested significant sums in the construction industry through the escrow mechanism - more than 16 trillion rubles.
The initiative to raise the tax deduction limit requires amendments to the Tax Code. The support from the relevant ministry increases the chances of its consideration, but the final decision will be made taking into account the economic situation and the federal budget revenues.
