Deputy Finance Minister Kolychev Comments on Budget Project for 2026-2028

Sustainable economic development is only possible with a balanced budget. This was stated today by Deputy Finance Minister of the Russian Federation Vladimir Kolychev, speaking at the Inter-Factional Conference "Priorities of Socio-Economic Development of Russia".

Kolychev noted that over the past six years, the Russian economy has undergone significant changes. These include the COVID-19 pandemic, geopolitical factors, trade conflicts, and others.

"As is known, the main function of the budget is the distribution of national income among institutional sectors, spheres of public life, categories of citizens, regions, etc. Therefore, changes in the key parameters of the budget and their structure, in essence, reflect the changes that have occurred in the structure of the economy over the past six years," Kolychev believes.

Regarding the budget project approved by the State Duma, the deputy minister noted that it is balanced and provides for fine-tuning of basic conditions. According to Kolychev, priorities of state policy should be financed only from basic revenues or other priorities.
