Conscription into the army may become year-round from the beginning of 2026

The State Duma has adopted in the third and final reading a bill that will make conscription for military service year-round. As reported by TASS, today at the plenary session of the State Duma, deputies considered a bill submitted on July 22 by the Chairman of the State Duma Defense Committee, Andrey Kartapolov, and his first deputy, Andrey Krasov. In September, the State Duma adopted the bill in the first reading, and on October 21, it was adopted in the second reading. The law provides that medical examination, professional psychological selection, and meetings of the conscription commission will be held throughout the calendar year. However, the dispatch of conscripts to military service will still be carried out twice a year - from April 1 to July 15 and from October 1 to December 31. The innovations also propose that the date of appearance at the military commissariat by electronic summons should not exceed 30 days from the date of its placement in the register. The conscription commission will also be able to make decisions on deferment or exemption from conscription without the personal presence of the conscript. Military commissariats will also be able to issue extracts from the military registration register to conscripts, including in electronic format. All the above measures are aimed at evenly distributing the workload on conscription points and improving the quality of conscription of citizens to military service. If the President of Russia signs this law, the new rules will come into effect on January 1, 2026.
