Starting in 2027, the Federal Antimonopoly Service (FAS) proposes to reduce the social norm of electricity consumption for citizens as part of a review of the tariff concept. This includes reducing the ranges of the social norm, cutting the list of consumers equated to the population, and gradually abolishing discount coefficients. The details of the upcoming changes were reported by "Kommersant". According to FAS calculations, this will allow reducing the volume of cross-subsidization by 160 billion rubles by 2032. Cross-subsidization implies compensating for reduced tariffs for some consumers at the expense of others. Currently, the difference is covered by businesses.
By the beginning of 2025, the volume of cross-subsidization amounted to 339 billion rubles, and its growth is accelerating due to illegal mining. The FAS proposals will be discussed on October 29, "Kommersant" notes.
Currently, the social norm is in effect in 76 regions, and up to 90% of citizens fit into the first consumption range. It is up to 3.9 thousand kWh, the second is up to 6 thousand kWh, and the third is over 6 thousand kWh per month.
FAS plans to gradually reduce the maximum consumption volumes — starting in 2027, down to 1.2 thousand kWh — and to abandon discounts on tariffs for the population.
