Russian President Vladimir Putin has signed a decree temporarily abolishing the rule of zeroing out damping payments to oil companies. The moratorium is valid for the period from October 1, 2025 to May 31, 2026.

During the specified period, damping payments will be made regardless of whether the average wholesale prices for AI-92 gasoline and diesel fuel exceed the established limits. This means that even if domestic prices rise above acceptable levels, oil companies will continue to receive compensation from the budget.

Diesel fuel produced by mixing jet fuel with other components by Russian organizations (which do not have the status of oil refiners) is exempt from excise taxes until appropriate changes are made to the Tax Code. In 2025, the indicative prices are 60,450 rubles per ton for gasoline and 57,200 rubles/ton for diesel fuel.According to the current rules, exceeding these prices by 10% and 20%, respectively, leads to the reset of the damperEarlier, oil companies warned about the risks of reducing supplies to the domestic market in the event of payments being reset.

The decree guarantees stable budget payments to oil companies during the period of seasonal growth in fuel demand, ensuring the economic viability of supplies to the domestic market even in conditions of favorable export conditions.

The decision is aimed at maintaining the stability of the Russian fuel market in the face of continued sanctions pressure and volatility in global energy markets.
