Bryansk court seized assets of the owner of Vimpelcom for 1.6 billion rubles in the bankruptcy case

The Arbitration Court of the Bryansk Region has decided to seize the assets of Alexander Torbakhov, chairman of the Board of Directors and beneficiary of PJSC Vimpelcom (Beeline brand) in the amount of 1.6 billion rubles. This is due to the bankruptcy case of the Unechsky Refractory Metals Plant (UZTM), they inform "Bryansk News"/a>with reference to RBC.

The plant was declared bankrupt in 2021, but the sale of the property was not enough to cover the debts. Bankruptcy trustee Oleg Pripoka demanded that the so-called controlling persons be held vicariously liable. As a result, the court froze the assets of Torbakhov and his partners Efim Pletenev, Mikhail and Denis Gorbachev.

"The arrest was imposed not only on personal assets, but also on the property of companies associated with the defendants in the case, including TOPAS LLC and Experimental Plant of Refractory Metals and Hard Alloys JSC (OZTMiTS). The latter company, according to open data, is partially owned by Atomenergoprom, a structure of Rosatom.

Alexander Torbakhov became known to the general public after he became the head of Vimpelcom in 2020. In October 2023, he became chairman of the Board of directors of the company after its transition to the management of the Russian management. Through his company Copernicus-Invest 3, he controlled 100% of Vimpelcom.

However, on May 24, 2025, Interfax announced the change of CEO of Copernicus-Invest 3 instead of Torbakhov, Leonid Afendikov, a representative of Alfa, took over the company.-groups. The owners of the structure are now hidden in databases.

The press service of Vimpelcom declined to comment on the case. Requests
