Putin signed a law on the legalization of guest houses: what will change for tourists and businesses

Starting from September 1, 2025, an experiment on the regulation of guest houses will start in Russia.President Vladimir Putin has signed a law that introduces temporary rules for the operation of such accommodation facilities in 16 regions until the end of 2027. The aim of the initiative is to legalize the sector, increase safety for tourists and ensure market transparency.

Which regions are involved?

The pilot project will cover popular tourist areas, including:

    Crimea, Altai, Dagestan, Krasnodar and Primorsky Territories;
  • Leningrad, Kaliningrad, Irkutsk, Kherson regions;
  • Sevastopol and the federal territory of .

What is recognized as a "guest house"?

According to the law, this is an individual residential building (or part of it) used for hotel services. Key requirements:

  • the land plot must be intended for residential housing, private housing or gardening;
  • owner—individual;
  • The building is not self-built.

Why is this necessary?

Sangaji Tarbayev, head of the Duma Committee on Tourism (New People), explained that the unregulated market of guest houses creates legal risks for owners and tourists.:

"There are no official statistics on the number of guest houses today. At the same time, we understand that guest houses are one of the most sought-after accommodation options," he said. - The explanation in this case is simple and logical. It is impossible to completely close the demand today and even tomorrow, in the conditions of the dynamic development of the tourist market of the Russian Federation. And the real demand for accommodation facilities at affordable budget prices can be compensated by guest houses.

Nowadays, tourists often face inconsistencies between photos and reality, and sometimes dangerous conditions. The new rules will help to restore order, Tarbaev believes.

For legalization, it is necessary:

    Check the category of the land plot;(residential housing, private housing, gardening are acceptable);
  • comply with safety and comfort requirements;
  • Register a business and pay taxes.
Sergey Altukhov (EP) emphasized that the experiment would reduce the administrative burden on small businesses, but maintain control over the quality of services. If successful, the practice will be extended to the whole country, which will stimulate the development of rural and small-town tourism.

The law creates a legal framework for millions of unofficial guest houses, protecting both tourists and entrepreneurs. The practical experience gained in the pilot regions will allow us to evaluate its effectiveness.
