Russian President Vladimir Putin has blamed the Ukrainian authorities for the terrorist attacks in Bryansk and Kursk regions. In this regard, he questioned the need for a truce at the front and a summit with representatives of Ukraine.

"Today, retreating along the line of contact and trying to intimidate Russia, the Ukrainian authorities have resorted to organizing terrorist attacks," Putin said at a meeting with ministers.

He asked how to conduct negotiations in such conditions. "What is there to talk about? With whom should we have a dialogue with those who rely on terror?"The president said.

Putin stressed that the strike was directed against the civilian population. "All crimes against civilians, including women and children, on the eve of the next round of peace talks in Istanbul, were committed in order to disrupt the process," he said.

Putin expressed his condolences to the families of the victims in the Bryansk and Kursk regions.
