The Ministry of Finance of the Russian Federation plans to change the rules for the accreditation of large IT companies (with revenues of 1 billion rubles per year and an average number of employees of at least 100 people), establishing a requirement - mandatory cooperation with universities. According to the Ministry of Finance, there are currently more than 20,000 accredited IT companies in Russia that can qualify for tax and other industry benefits. In particular, until 2030, they have a reduced income tax rate of 5% (the base rate for other industries is 25%).
According to the proposal of the Ministry of Finance, these companies will have to annually allocate at least 5% of the funds saved on tax benefits to participate in personnel training in order to confirm accreditation. It is assumed that the innovation will become effective from May 2025.
It is estimated that cooperation with universities will cost businesses a total of 16.7 billion rubles this year. The total expenses of large IT companies on this line will amount to 85.2 billion rubles by 2030.
