Credit and microfinance organizations will issue deferred consumer loans to citizens depending on the loan size. The cooling-off period will also apply to the tokenized (digital) card.

By decree of President Putin, Russia has introduced a mandatory cooling-off period for consumer loans. The document is designed to protect citizens from financial fraud. If the lender fails to comply with anti-fraud procedures, it will be released from obligations under such loans.

Credit and microfinance organizations (MFIs) are required to issue consumer loans to applicants with a delay of at least four hours for amounts up to 200 thousand rubles and at least 48 hours for amounts over 200 thousand rubles. Amounts of more than 50 thousand rubles will be credited to the new digital card 48 hours after its release. The borrower will be able to receive the money only after the expiration of the cooling-off period.

However, the new conditions will not apply to loans that make it difficult for fraudsters to deceive citizens. These are mortgages, car loans, and loans that involve guarantors or co-borrowers.
