The self-employed earn more but pay much less tax than employees in the real economy. This directly accelerates the shortage of personnel, says Sergey Kolesnikov, president of Technonicol and a member of the Delovaya Rossiya Corporate Council.

Kolesnikov suggested removing preferences for the self-employed, then they would prefer self-employment to employment. At the moment, according to him, avoiding tax payments by the self-employed is a growing trend not only in Russia. Kolesnikov cited data from the Federal Tax Service for the beginning of 2025, according to which the number of people who chose self-employment exceeded 12 million, which is 3 million more than a year ago. According to the Ministry of Economic Development, only 10% of the self-employed produce their own products.

In my opinion, tax amendments that remove preferences for the self-employed could change the situation. Additional support for industry (and recruitment) could be legislative changes that would equate the rates of the NAP (business tax) of certain categories of the self-employed to the taxation of income of workers in traditional sectors of the economy. Legal entities that pay for the work of the self-employed should become their tax agents. In fact, they pay for the NAP themselves," Kolesnikov wrote in his telegram channel.
