The conditions for subsidizing rates on preferential loan programs for SMEs are being updated

The Cabinet of Ministers, as part of the execution of the instruction of the President of the Russian Federation, is updating the mechanism for implementing preferential loan programs for small and medium-sized businesses. In particular, the procedure for granting subsidies from the budget under the 1764 program is being updated (named after the number of the government decree). This is reported by the publication «Vedomosti».

According to the previous terms of the program, the maximum amount of subsidies allocated to banks to compensate for lost income on preferential loans was limited to 9.75%. After the adoption of the resolution, the maximum amount of subsidy from the budget will be limited to 6% at a key rate above 12% (currently it is 21%). This measure is designed to limit support for SMEs amid rising interest rate risks for the budget.

In 2025, 100 billion rubles have been allocated for the implementation of the program, but only companies from priority industries will have access to it.

At the same time, the terms of the Industrial Mortgage and Take-off programs will remain in place: the amount of subsidies for technology companies will be 10%, for others - 8%. The limits for implementation have not yet been determined.

An innovation will be that now subsidy payments to banks will be made not a year in advance, as it was before, but on a monthly basis. This measure should prevent the limits from being exhausted quickly. At the same time, the business will find itself in conditions of uncertainty, since in case of exhaustion of funds it will have to wait for the next month.
