Illegal migrants will be required to leave Russia or legalize their status by April 30. This follows from the decree of President Vladimir Putin, which was adopted within the framework of the law on the expulsion of illegal immigrants.
According to the new legislation, the migration regime of expulsion will enter into force on February 5, 2025 and will apply to foreign citizens without legal grounds for staying in the country. All such persons will be entered in the register of controlled persons before their expulsion or legalization. However, the departure requirement does not apply to those foreigners who intend to stay in Russia legally and have fulfilled a number of requirements: they have passed biometrics, passed drug and infection tests, confirmed knowledge of the Russian language, history and legislation, and also paid off all debts. They should also have no grounds for revoking work or temporary residence permits. Additional allowances are provided for migrants who have signed a contract to serve in the Russian armed forces. For them, earlier decisions on deportation and the undesirability of staying will be suspended.The Interior Ministry has been instructed to implement these measures, the Ministry of Health to organize a medical examination of migrants, and the Ministry of Foreign Affairs to inform other countries about the new rules. The decree comes into force on January 1.
