The Bank of Russia has approved a plan for the development of the national payment system until 2027. This plan aims to make payments faster, more convenient, safer, and more accessible to consumers. The plan takes into account the suggestions and comments of market participants.

Main objectives include:

Development of payment infrastructure
Improvement of regulation
Increased competition among payment services
Introduction of new technologies.

Special attention will be paid to the following initiatives:

Digital Ruble
Universal QR code
Bioequaring (payment using biometrics)
Open APIs (interfaces for developers)
Development of infrastructure for international payments.

Certain indicators have been set for assessing progress. For example, it is expected that by the end of 2027, about 15% of all non-cash payments will be made using alternative methods such as payment through payment applications, QR codes, biometrics and digital rubles. Currently, such payment methods account for less than 10% of the total volume of non-cash payments.

The goals set in the previous strategic plan have already been achieved or exceeded. For example, the share of non-cash payments in retail turnover was 83.4% by the end of 2023, and by the end of the third quarter of 2024 it was already 85.3%. The Bank of Russia predicts further growth of this indicator, but does not set specific goals for the future.
