Kotyakov: A more effective training system is needed to achieve national development goals

This was stated by the Minister of Labor and Social Protection of the Russian Federation Anton Kotyakov today at the strategic session of the All-Russian Week of Labor Protection (VNOT-2024). A key discussion with his participation was devoted to the culture of safe work. According to the minister, the importance of this aspect for the safety of employees at enterprises is clearly underestimated today.

In the current conditions of fierce competition for personnel, approaches to labor organization are of particular importance. In addition, it is one of the key factors influencing the most important indicators of injury and employee health. According to the data announced during the plenary session by Anton Kotyakov, the number of injuries has decreased by one and a half times over the past ten years. The so-called risk-based risk management model in the field of occupational safety, introduced in the Russian Federation in 2022, should help to reduce these indicators in the future.

In general, the measures taken are designed to help employers in the fight for qualified personnel. As Anton Kotyakov said during his speech, "the economy is now under pressure from a personnel shortage" and cited the following figures: the average unemployment rate in the country today is 3.2%, and the salary race has already raised the ceiling of the average monthly salary for the country has reached the level of 89 thousand rubles. The year-on-year growth (2023/2024) was 15%, and in real terms 7%. The main demand is for engineering, technical and working staff. Which personnel will be in demand in the economy in the next five years - this question will be answered by regional labor market models, which are now being formed by the Ministry of Labor and Social Development together with enterprises in the real sector. In total, more than 260 thousand enterprises of various profiles participate in their development.

The most important link in providing the economy with human resources are educational institutions, which are increasingly integrated into the process of restructuring the system of training specialists, which should meet the existing and prospective demand. Starting from 2025, a student support system will appear in the Russian Federation in the system of secondary vocational and higher education, which will help young professionals with effective employment.
