The Russian Orthodox Church has proposed introducing a pre-assessment of legislative changes to evaluate their potential impact on the institution of the family and demographic situation. According to the Church representatives, the Russian Academy of Sciences could conduct such an expert review, as reported by Kommersant.
On November 2, the chairman of the Patriarchal Commission on Family Issues, Protection of Motherhood and Childhood, Archpriest Fyodor Lukyanov, made the proposal.
He suggested that when developing new laws, it is necessary to analyze the associated demographic risks and assess the possible consequences for families in advance. Special attention should be paid to the real impact of the adopted decisions on birth rates, according to the initiative.
Lukyanov also proposed changing the approach to evaluating the effectiveness of state support measures. He suggested using not the amount of allocated funding as the main criterion, but the dynamics of birth rates in specific regions.
Earlier, a similar idea was put forward by members of the State Duma Committee on Family Protection.
