Russian electronics manufacturers and retailers have called on the Ministry of Industry and Trade to revise the parameters of the technology levy. According to industry estimates, its introduction could lead to a retail price increase of 1-9% for certain categories of devices, Kommersant reports, citing a letter from the RATEK association.

Industry representatives argue that the levy should be softened depending on the presence of labeling. Specifically, they propose reducing the surcharge for unlabeled products from 33% to 10%, while increasing the discount for labeled goods from 33% to 70%.

Additionally, businesses are asking that the levy not be applied to goods that have already cleared customs before December 1, 2026. Another initiative suggests refunding payments when products are exported abroad, including through re-export.

One of the main risks highlighted by industry participants is the timeline for approving labels for new devices. According to RATEK estimates, due to lengthy procedures, between 35% and 50% of new electronics models could fall under the higher levy in the first three to six months after entering the market.

The association believes this would increase costs for manufacturers and retailers. These additional expenses could then be passed on to consumers, affecting the final price of technology.

Industry participants hope that adjusting the levy collection mechanism will reduce financial pressure on companies and minimize the risk of electronics price hikes.
