Government Allows Fuel Supplies to Individual Gas Stations to Count Toward Exchange Normatives

The Russian government has expanded the list of gasoline and diesel fuel deliveries that manufacturers can count towards their obligations to sell fuel on the exchange. Now, the quota can include fuel volumes sold to gas stations that have signed agreements with regions to limit prices and disclose sales information.

This decision was formalized in a government decree, which will remain in effect until the end of 2026, according to a statement from the government press service reported by TASS.

The measure aims to prioritize fuel supply to gas stations participating in agreements with regional authorities to control prices. According to the government, this should help maintain a stable situation in the domestic fuel market.

Additionally, the government has allowed manufacturers to include in the calculation of the minimum mandatory exchange sales quota fuel volumes sold by individual refineries as well as several enterprises within the same company. This measure is intended to provide additional support to gasoline and diesel producers.

Earlier, the government extended the reduced mandatory exchange sales quota for gasoline to 10% until December 31, 2026. The calculation of this indicator also allows for the inclusion of fuel supplies to agricultural producers, organizations involved in northern deliveries, construction companies, Russian Railways (RZD), as well as thermal and electric power plants.

The expansion of the list of accounted deliveries is intended to ensure more flexible fuel distribution among domestic consumers and maintain supply stability.
