Nearly 36,000 Russian Companies Receive State Support Worth 370 Billion Rubles in H1

Almost 36,000 small and medium-sized enterprises (SMEs) in Russia utilized state-backed financial instruments during the first six months of 2026, as part of the national project "Effective and Competitive Economy".
The total amount of funding attracted reached nearly 370 billion rubles ($4.5 billion USD), a 1.4-fold increase compared to the same period in 2025.
Business owners gained access to preferential loans, guarantee instruments, and microfinance. The funds were directed towards modernizing production capacities, developing projects, and enhancing company efficiency.
Financial support mechanisms for SMEs remain one of the key drivers of economic growth. Preferential lending saw a particularly notable increase, with companies in priority sectors and creative industries attracting almost 140% more funding than in the same period of 2025.
Guarantees helped attract over 220 billion rubles
One of the primary support mechanisms was guarantees. Regional guarantee organizations issued around 7,000 guarantees, enabling entrepreneurs to secure loans worth 111.8 billion rubles.
Regions with the highest volumes of funding using this instrument included Moscow Oblast, St. Pyotrsburg, Novosibirsk Oblast, Rostov Oblast, Tatarstan, Chelyabinsk Oblast, Sverdlovsk Oblast, and Khabarovsk Krai.
Additional contributions came from "umbrella" guarantees provided by the Corporation for the Development of Small and Medium Enterprises (MCP). Through these guarantees, more than 17,000 businesses received support, almost double the number from the previous year. The total amount of borrowed funding reached 108.8 billion rubles.
Almost 37 billion rubles of this sum went to enterprises in priority economic sectors. The most significant growth in funding volumes was recorded in Sverdlovsk Oblast, Moscow Oblast, Chelyabinsk Oblast, Omsk Oblast, and Orenburg Oblast.
Entrepreneurs actively use microloans and preferential loans
State-backed microfinance organizations provided businesses with loans totaling 24.4 billion rubles in the first half of 2026.
Entrepreneurs in Krasnodar Krai, Rostov Oblast, Altai Krai, the Republic of Crimea, and St. Pyotrsburg were the most active users of this instrument.
Another 16.7 billion rubles was allocated through the preferential lending program for priority sectors. The main recipients were companies in manufacturing, hospitality, and food service industries.
Regions leading in the volume of such loans included Krasnodar Krai, Moscow, Perm Krai, Moscow Oblast, and St. Pyotrsburg.
Business support infrastructure in regions
Entrepreneurs can access financial assistance through a well-developed network of state support institutions.
Currently, preferential loans are offered by 139 state microfinance organizations in 88 regions of Russia. Guarantees are available through 91 regional guarantee organizations operating in all federal subjects. Preferential loans under program 1764 can be obtained in nearly 100 banks.
