Russia Begins Registering Real Estate Transactions Using Biometrics

Russia has introduced biometric authentication for electronic real estate transactions, according to Rosreestr, the Russian Federal Real Estate Registration Service.

The new digital mechanism became available to Russian citizens starting July 1, 2026. Citizens can access Rosreestr through their personal account on the state services portal "Gosuslugi" (a Russian government online platform). Both the seller and buyer are required to provide biometric data and enhanced qualified electronic signatures (UkЭП).

"Biometric data is used in conjunction with UkЭП, providing additional security for participants in digital transactions. Additionally, this is convenient and cost-effective for the parties involved, especially when they are located in different regions of Russia," noted Maxim Smirnov, Deputy Head of Rosreestr.
