Siberian Refineries Delay Maintenance to Ensure Steady Fuel Supply - Central Bank

Planned maintenance at Siberian oil refineries has been postponed from the summer period to autumn 2026 in order to maintain high production levels and ensure sufficient fuel supplies for the domestic market during peak demand season, according to the July report on regional economy by the Bank of Russia.

The regulator noted that postponing the maintenance campaign allowed for increased oil refining volumes in May-June. The largest Siberian refineries, part of vertically integrated oil companies, operated at full capacity and processed record amounts of raw materials.

Positive trends were also observed at independent refining companies. According to the Bank of Russia, refineries that previously faced raw material shortages and limited demand managed to significantly improve their production performance.

One regional enterprise nearly doubled its capacity utilization, including through processing toll-processed raw materials. Another company reported increased demand from commercial consumers and plans to commission new equipment by the end of the year as part of the third phase of plant development.

Additionally, a Tomsk-based refiner recorded increased fuel consumption in northern regions, as well as from oil and gas and chemical industry enterprises, which further supported production growth.
