Public Companies to Gain Advantage in State Subsidy Allocation

Russia has updated the rules for selecting recipients of state subsidies and grants. According to amendments to Government Decree No. 1781, which came into effect in January 2026, public joint-stock companies (PJSCs) will now be eligible for additional advantages when applying for financial support from budgets at all levels.
The selection of subsidy and grant recipients is conducted through a special portal for providing measures of state financial support. Previously, preferential treatment in these competitions was available only to three categories of organizations: small and medium-sized businesses, peasant (farmer) households, and socially-oriented non-profit organizations. Now, companies with the legal form of PJSC have been added to this list.
The government explains that the new measure is aimed at developing the Russian stock market. Authorities expect to increase its capitalization to 66% of GDP by 2030 and 75% of GDP by 2036. However, the new privilege will not apply to programs compensating banks for lost income on loans issued at preferential rates.
At the same time, the mechanisms for distributing state support have also been updated. In particular, it is now possible to provide subsidies directly—without competitive procedures—if the recipient passes a compliance check on the portal for providing measures of state financial support. Some of these checks will be carried out automatically.
The system for delegating authority to conduct selections has also been improved. The main budgetary authorities will be able to delegate these functions to other government bodies or municipalities. For example, several ministries may transfer the organization of selection to a regional body responsible for economic policy if the support concerns projects from different sectors.
Additionally, a flexible constructor for competitive procedures has been implemented on the portal, allowing for multi-stage selections. In this case, applicants will go through several consecutive stages, with access to the next stage depending on the results of the previous one.
