In 2025, pipeline oil deliveries to Russian refineries fell by 1.6% year-on-year to 228.34 million tons, marking the lowest level since 2010, according to Kommersant.

The drop in deliveries is attributed to an increase in unplanned maintenance at refineries following a series of "external impacts" in the second half of the previous year, which negatively affected processing volumes. The decline in processing volumes reached 1.7% year-on-year, totaling 262.3 million tons.

Industry experts predict that fuel production will remain subdued in 2026 amid risks of further refinery shutdowns and weak incentives for increasing capacity utilization.
