Russia to Create National Monitoring System for Climate-Active Substances

In Russia, a plan of measures for the creation of a national monitoring system for climate-active substances has been approved. It is expected that the new system will become a source of independent data and forecasts, enabling a deeper analysis of the causes of climate change and their impact on the economy and the environment. The scientifically substantiated information and results of environmental monitoring collected within the framework of the project will be used in the development of management decisions. This includes measures to reduce greenhouse gas emissions, as well as the development of mechanisms for adapting economic sectors to long-term climate changes. The second stage of the project is scheduled for 2026–2030. During this period, the authorities intend to complete the formation of the scientific, infrastructural, and methodological basis of the system, carry out its comprehensive testing, and ensure its full-fledged functioning at the federal level. To achieve these goals, a number of measures are provided. In particular, it is planned to modernize the material and technical base and programs for background monitoring of climate-active substances, update and unify observation methods, as well as continue scientific research aimed at developing and refining climate forecasting systems.
