Customs to Launch SPOT - National System for Confirmation of Goods Awaiting Clearance

The Federal Customs Service, in collaboration with the Ministry of Finance, is launching the national system for confirmation of goods waiting – SPOT. The new digital tool is designed for pre-arrival control of shipments entering Russia from the member states of the Eurasian Economic Union. With SPOT, customs authorities will be able to receive advance information about planned goods movements and assess risks even before the actual border crossing. This is expected to increase the transparency of foreign trade operations, simplify administration, and enhance control over goods flows within the EAEU. The system will be introduced in two stages. In April, SPOT will start operating in a test mode, allowing key mechanisms and interactions between participants to be tested. From June, the platform is planned to be fully operational at the federal level.
