800 Student Dormitories to Be Modernized in Russia

By 2030, Russia plans to modernize approximately 800 student housing facilities across the country.

The program is being implemented as part of the national project "Youth and Children" and covers universities in all regions of Russia. In 2025, within the framework of the initial funding stage, 31 dormitories with a total area of about 110,000 square meters were renovated in 19 Russian regions. The renovated buildings accommodate more than 13,300 students.

In the medium term, the pace of work is planned to increase. From 2026 to 2028, major repairs are planned for approximately 280 dormitories. This will improve living conditions for nearly 120,000 students.

The program covers the entire higher education system, including universities subordinate to various federal ministries and departments. To ensure effective implementation, a unified standard for major repairs has been developed, as well as a mechanism for interaction between universities, regions, and federal bodies.

Systematic work on updating student housing has been underway for several years. From 2019 to 2025, 46.7 billion rubles were allocated for the major repair of about 2,000 dormitories accommodating more than 600,000 students.

In parallel, within the framework of the national project "Youth and Children", a network of modern university campuses is being formed in the country. They are intended to become growth points for regions and centers of attraction for talented young people. By 2030, Russia plans to create 25 such student towns, and by 2036, their number will increase to 40.
