The Russian government has approved a list of economic sectors that will be subject to a unified reduced insurance contribution rate. The document was prepared by the Ministry of Finance and is aimed at supporting small and medium-sized enterprises (SMEs) as well as stimulating priority areas of economic development.
Companies eligible for the preferential regime include SMEs operating in the agro-industrial complex, including in the fields of crop production, animal husbandry, and fishing, as well as food industry enterprises, textile and clothing manufacturers. The list also includes companies in the radio-electronics industry, manufacturers of medicines and materials used in medicine and veterinary medicine.
In addition, organizations engaged in science, education, sports, and culture, as well as tourism businesses, public and non-profit organizations, and a number of other business categories have been granted the right to apply reduced contribution rates.
For small and medium-sized businesses whose activities correspond to the approved OKVED codes, a unified reduced insurance contribution rate of 15% will remain in place. This rate applies both to payments within the limit of the base amount and to amounts exceeding the established limit.
At the same time, for small and medium-sized businesses operating in the processing industry, taking into account previously adopted decisions, an even lower reduced insurance contribution rate of 7.6% will continue to be applied.
These support measures have been in effect since 2020.
