Russian President Vladimir Putin has signed a law introducing a mechanism for voluntary self-exclusion from gambling activities. The new regulations apply to bookmakers, totalizators, casinos, and gaming halls.
According to the document, a citizen can refuse to participate in gambling by submitting an application to the Unified Gambling Regulator requesting the inclusion of their data in a special list of individuals who have imposed self-exclusion. The application must be submitted exclusively through the "Gosuslugi" portal and must specify a refusal period of at least 12 months. It will be impossible to withdraw such an application before the expiration of the specified period.
The maintenance of the list is entrusted to the Public Law Company "Unified Gambling Regulator". After a person is included in the list, they are subject to a complete ban on accepting bets, including interactive ones, receiving gambling establishment tokens, concluding risky winning agreements, and transferring funds to gambling organizers. Additionally, such individuals are prohibited from receiving advertising and informational messages related to gambling.
The law also imposes additional obligations on gambling organizers. They must publish information on their official websites regarding the procedure for including and excluding individuals from the list, as well as develop and approve internal regulations on responsible gambling, explaining the mechanism of voluntary refusal to participate in gambling.
The termination of self-exclusion is possible either upon the expiration of the period specified in the application or based on a new application from the citizen. In all cases, the accounting of individuals who have refused to participate in gambling will be carried out by the unified regulator.
