The list of Russian cities with a tourist tax will be expanded from the new year. Starting from January 1, 2026, a fee for accommodation in hotels and other accommodation facilities will be charged in Kursk, Nizhny Novgorod, Samara, and Tyumen. Local authorities expect that these funds will help develop tourist infrastructure, reports RIA Novosti. In Kursk, with a tourist tax of 2%, the budget will receive an additional 13 million rubles. The city offers broad benefits for socially vulnerable categories of tourists: veterans, disabled people, children with disabilities, and forced migrants. Nizhny Novgorod (2%) can attract up to 200 million rubles from tourists. The city receives millions of visitors annually. In Samara, the minimum rate of 1% will be applied. The city budget may increase by 95 million rubles. However, Samara officials noted that the rate will gradually increase and reach 5% by 2030. Tyumen will welcome guests with a tariff of 2%. The city may collect 45 million rubles for the budget. In 2024, Tyumen was visited by about 3 million tourists, and no decline in tourist flow is expected. Taxpayers are organizations and individual entrepreneurs providing temporary accommodation services (hotels, hostels, apartments, etc.). They will include the fee in the final bill and pay it to the budget. The minimum amount of the fee, established by federal legislation, is 100 rubles per day of accommodation. The tourist tax, classified as a local tax, has been in effect in Russia since January 1, 2025. Regions and municipalities have the right to introduce it at their discretion. Federal law provides for a gradual increase in the maximum rate: from 1% in 2025 to 3% in 2027. The new cities, joining this practice, hope to receive targeted funding to improve the tourist environment.
