Private Investors Allowed to Participate in University Campus Development Competition in Russia for the First Time

The Ministry of Education and Science of Russia has announced the start of the fourth competition for the creation of at least 15 university campuses of world level. The main innovation is that for the first time, not only a region but also a private investor can initiate an application for the construction of a student town.
The results will be summed up in 2026. The projects will be implemented within the framework of the federal project "Creation of a Network of Modern Campuses" (national project "Youth and Children") through co-financing from federal, regional budgets, and extra-budgetary sources. Construction is possible on the basis of universities or research organizations in any subject of the Russian Federation.
By 2036, 40 modern student campuses should appear in Russia. To date, 25 projects have already been selected, which should be built by 2030. The concepts imply the creation of a comprehensive environment with open educational spaces for the formation of a unified culture of students, teachers, and scientists.
As Deputy Prime Minister Dmitry Chernyshenko previously reported, the Bauman Moscow State Technical University campus in Moscow opened and started operating in 2024. Over the past two years, campus facilities have also been commissioned in Novosibirsk, Nizhny Novgorod, Kaliningrad, Chelyabinsk, and the Genomic Center in Ufa. A number of other facilities are planned to be commissioned in the near future.
