According to the data released by Rosstat, the poverty rate in Russia decreased from 8% to 6.5% during the third quarter of 2025. The number of Russians with incomes below the subsistence minimum has decreased from 11.8 million people to 9.4 million people over the year. The poverty line in the country is 16,980 rubles. Overall, the number of people with monetary incomes below the poverty line decreased from 12.6 million people to 10.5 million people, or from 8.6% to 7.2%, during the first nine months of 2025. It is worth noting that in 2024, the poverty rate in the country reached a historical low of 7.2%.
