Russia Proposes Fines for AI-Generated Videos Without Labeling

Labeling videos created using AI may become mandatory. Such a bill was recently introduced to the State Duma by representatives of the "Fair Russia" faction, as well as Deputy Chairman of the State Duma Control Committee Dmitry Gusev.
The bill proposes amendments to the law "On Information, Information Technologies and Information Protection." The mandatory labeling must include the inscription "Created using artificial intelligence" or "Generated by AI." Additionally, a mandatory mark in the metadata of the video file may be required, which will contain information about the use of artificial intelligence technologies, the date of creation of the mark, and the identifier of the resource owner. It is clarified that the inscription must be visible throughout the video and remain when copying or downloading.
An additional bill already addresses responsibility for AI-generated videos without labeling. It is proposed to establish a fine for violations ranging from 10,000 to 50,000 rubles for individuals, from 100,000 to 200,000 rubles for officials, and from 200,000 to 500,000 rubles for legal entities.
As Dmitry Gusev commented to TASS, both bills are necessary because without labeling, AI-generated videos turn into a tool for manipulation and substitution of facts.
